Dark Sky
Dark Sky is an accurate source of "hyperlocal" weather information. That is, it features down-to-minute forecasts so, for example, it tells you exactly when the rain starts or stops right where you happen to be. The app is free to download and includes a full 24-hour forecast, a detailed 7-day forecast, current conditions, and weather maps. Some of the premium features include rain notifications and alerts, and morning weather reports. Mind you, though, the app is only available in the US, UK, and Costa Rica.

Weather Underground is another hyperlocal app that also provides interactive radar, satellite maps, and severe weather alerts. It's powered by a community of weather enthusiasts reporting live data from weather stations in their own backyards, generating forecasts targeted to your precise location. You can view and favorite any of the app's 180,000+ weather stations across the globe. WU shows status notifications, current conditions from your local weather station (temperature, feels like temperatures, wind speed & direction, humidity, dew point, visibility), 10-day forecasts (daily, hourly). It also features an interactive map showing all the personal weather stations in your neighborhood with animated radar, satellite, and other data. It also lets you monitor air quality, UV risk, and local flu outbreaks.

AccuWeather
AccuWeather offers minute-by-minute precipitation forecasts for the next two hours, localized to your exact street address or GPS location. The data includes precipitation type and intensity, and start and end times for precipitation. When AccuWeather forecasts snow, ice, rain, wind, or the probability of thunderstorms, you’ll see an orange card with an exclamation point displayed within the location’s current conditions with a brief summary of the alerts. The app delivers push notifications for severe weather alerts in the United States and offers a radar for all of North America and Europe. There are also current news and weather videos, with many of them available in both English and Spanish.

The Weather Channel
TWC's app features a Dynamic Home Screen that changes based on your current location, weather, and time of day. It has hourly, 15‐day, and weekend forecasts in metric, imperial or hybrid units of measure. The current weather conditions feature gives you “feels like” weather, humidity, dew point, sunrise, sunset, wind speed, UV index, visibility and barometric pressure. There are weather maps that show road and satellite views, water temperature, wind speeds, snow cover, and other properties. Severe weather alerts are delivered via notifications, as well as the rain alerts for your GPS location and morning rain reports for your favorite locations.
